The Health and Safety Advisory Panel advises CIEH on policy positions, helps form our consultation responses and provides expertise and knowledge to the work of the Policy and Campaigns Team.

CIEH is represented on the Health and Safety Executive / Local Authority Enforcement Liaison Committee (HELA), the Local Authority (LA) Health and Safety Practitioner Forum, the OSH Alliance and the All Wales Safety Partnership.

Mission statement

To provide guidance and support that promotes overall wellbeing through the prevention of ill health or injury caused by or associated with, occupational or organisational-related activities.

Strategic objectives

  1. Promote Health and Safety within Environmental Health’s essential contribution to the health, safety and wellbeing of the public.
  2. Embed environmental health expertise within Health and Safety guidance and enforcement.
  3. Promote the importance of Health and Safety in under-regulated sectors including micro-organisations and SMEs, the voluntary sector, the leisure industry, the gig economy and remote working organisations.

Key messages

Cosmetic treatments

  • CIEH believes that the scope of the proposed England-wide scheme for non-surgical cosmetic procedures should be extended to include all the non-surgical cosmetic procedures that are subject to registration under the Local Government (Various Provisions) Act 1982. This would mean including tattooing, piercing and electrolysis.

Lithium batteries 

  • CIEH, as part of Electrical Safety First's campaign, is calling on the Government to address the alarming rise in fires from e-scooters and e-bikes.
  • CIEH is concerned with the unintended health and safety consequences of the increase in e-micro mobility. The risks associated to these fires possess a variety of environmental health-related issues including increased risks to gig economy workers, threats to air quality through improper waste disposal, and an increased risk to public health and safety.

Terrorism (Protection of Premises) Bill (also known as Martyn's Law) 

  • CIEH welcomes the introduction of the Terrorism (Protection of Premises) Bill, which has heightened awareness of the crucial role security and safety measures play in safeguarding venues and events. 
  • CIEH consider themselves a key partner to the Security Industry Authority (SIA), ready to share our member’s key expertise in the management of safe events.
  • Environmental health professionals are one of the key enforcement bodies for the main piece of legislation currently used to manage event safety in the UK.  It is essential that the SIA and CIEH collaborate as the new regulatory framework for this legislation is developed.
