Tackling the Cosmetic Industry - training for LA Officers

About this workshop

In recent years there have been growing concerns around the safety of non-surgical cosmetic procedures. Procedures such as botulinum toxin injections, cosmetic fillers, fat loss injections, chemical peels and energy-based treatments are growing in popularity. With new procedures rapidly emerging onto the market, and a growing awareness of clinical complications (including some deaths), the previous Government proposed the introduction of a new England-wide licensing scheme in order to ensure that such treatments are safe.  

In the meantime, local authority officers are faced with the challenge of regulating the high street in the absence of a licensing regime. This may include dealing with high risk procedures that should really be designated as surgical and regulated by the Care Quality Commission.

The session will aim to inform officers about the risks associated with cosmetic procedures and to provide them with the tools to take action where necessary. In particular, it will cover the guidance recently launched by the Joint Council for Cosmetic Practitioners with support from the Chartered Institute of Environmental Health and the British Beauty Council: ‘Buttock augmentation and other body contouring procedures: Guidance for Enforcement by local authority authorised officers’.

Officers will have the opportunity to hear from and ask questions of leading experts in the field on a range of issues, including the link between mental health and aesthetics, misuse of medicines, advice on enforcement against those offering buttock augmentation and infection transmission, and to hear an update on licensing.

• To raise awareness on the risks associated with surgical and non-surgical cosmetic procedures.
• To equip officers with the relevant guidance and tools to act where necessary.
• To utilise and have a better understanding of the guidance and regulatory tools available to officers
• Know where to direct matters which fall out of an officer’s regulatory remit i.e. MHRA
• Officers to feel a sense of confidence in tackling issues with high street providers in the industry

Andrew Rankin

Andrew Rankin is a Registered Nurse, independent prescriber and partner and practitioner at Worcestershire based Regenix cosmetic medicine since 2006. He was a board member of the British Association of Cosmetic Nurses (BACN) and then vice chair until 2018. In this capacity in 2014 he was a member of the Health Education England Expert Reference Group’s review of cosmetic qualifications. Andrew is a trustee of the Joint Council of Cosmetic Practitioners (JCCP). His roles extend to Chairmanship of the JCCP Practitioner Register Committee, and he is Co-chair of the JCCP Clinical Advisory Group where he coordinates industry experts and regulators in addressing cosmetic specific concerns. Andrew is a technical expert for the United Kingdom Accreditation Service (UKAS), ensuring organisations wishing to offer certification (of persons) services in the cosmetic industry meet the appropriate standards of competence. He is most recently a member of the Medicines and Healthcare Regulatory Agency (MHRA) medical devices expert register.

Barbra Carter

Barbra Carter is a seasoned Senior Criminal Enforcement Officer with the Medicines and Healthcare Products Regulatory Agency (MHRA), bringing nearly 24 years of expertise to her role. As an accredited fraud investigator, Barbra is deeply involved in upholding the integrity of the healthcare industry, investigating breaches of the Human Medicines Regulations 2012 and other relevant legislation. Originally from South Africa, Barbra’s career in law enforcement began as a police officer before relocating to the UK in 2001. Her diverse background and extensive investigative experience allow her to approach complex cases with a unique, analytical perspective. Outside of her professional life, Barbra enjoys hiking and challenging herself with jigsaw puzzles. She is also a passionate advocate for her local community, actively participating in various local initiatives. An interesting tidbit about Barbra is that she is a qualified ECB umpire, combining her love of sports with a keen eye for precision.

Brian Stalabrass

Brian Stalabrass, CEnvH, MCIEH, Environmental Health Team Manager, Food, H&S and Air Quality, Epping Forest DC.  Brian qualified from Greenwich University in 1996 and obtained Chartered Status in 2006. After a few years with the training authority at LB of Barking & Dagenham Brian moved to Epping Forest DC where he has just completed 25 years. He has been the Team Leader of the Food, H&S and Air Quality Team since 2016 and has always worked in Food & H&S discipline. Brian would rather work with businesses to achieve compliance but utilises the regulatory tools where necessary. His significant investigations/prosecutions include a death at a children’s nursery, multiple burns from use of an IPL device, falls from the forks of forklift truck, unhygienic food businesses. Brian is the current Chair of the Essex Health and Safety Group and represents the East of England at the HSE/LA Practitioners Forum. He and colleagues across the UK are currently investigating companies and a practitioner performing BBL’s where clients have had life changing complications. This has led to working closely with the JCCP, other agencies and colleagues in the development of a ‘Supporting Statement’ for local authorities who may find, or be presented, with practitioners offering BBL’s or their clients with post procedure complications.

Charlotte Rose

Charlotte Rose is a Team Leader in Environmental Health for City of Wolverhampton Council, where she has worked since qualifying as an Environmental Health Officer in 2009. Charlotte specialises in Commercial Regulation and Infection Prevention and Control, where she has held the lead role for Registered Activities and Non Surgical Aesthetic Treatments for a number of years. Some of Charlotte’s work includes working on the Dr Evil, Body Modification case with her colleagues and West Midlands Police, working with the United Kingdom Health Security Agency (UKHSA) on developing a toolkit for trainers and practitioners offering Semi Permanent Make Up, specifically Microblading, and more recently, working with the British Association of Plastic Surgeons (BAAPS) and Joint Council for Cosmetic Practitioners (JCCP) on Buttock Augmentation injections, with Wolverhampton being the first local authority in England to take against a high street provider offering this type of procedure. Charlotte submitted evidence to the APPG Inquiry into aesthetic non-surgical cosmetic treatments, she’s extremely passionate about regulating the industry, and supports the implementation of a licensing regime to make the high street a safer place.

Dalvi Humzah

Mr Dalvi Humzah is a Consultant Plastic with a degree in Anatomy and an MBA. He is a member of: BAPRAS, UKAAPS, ASPS and ISAPS, was voted Aesthetic Practitioner of the Year 2016-17, won multiple awards for teaching in Facial Aesthetics and awarded the Aesthetics Journal Award for Outstanding Achievement (2022). He was previously: STEP® Tutor for RCS England, Chairman of Medical Advisory Committee Nuffield Wolverhampton Hospital, Chairman of Greater Midlands Skin Cancer Group, Co-Chairman of UK Botulinum Toxin Group (Aesthetics), member of Private Practice Committee BMA, member Continuing Education Committee (ASPS), Chairman of the Educational Board of the British College of Aesthetic Medicine, Lead on the Clinical Advisory Board for the Aesthetics Journal and Co-Lead for e-LPRAS. He delivers the multi-award-winning Dalvi Humzah Aesthetic Training courses: Advanced Facial Anatomy, Complications, Injectable Training and Training Aesthetic Clinical Trainers internationally. He is a founding member of the Academy of Clinical Educators at the RCPS Glasgow and is an examiner for the Royal College of Surgeons of Glasgow, and an Ambassador for the JCCP. He presents nationally and internationally, is a Key Opinion Leader and Scientific Advisory Board Member to the Aesthetic Sector, and Medicolegal expert. He is Co-Editor for the PMFA Journal.

Professor David Sines

Professor David Sines CBE was until recently Pro Vice Chancellor and Executive Dean and Professor of Community Health Care Nursing at the Faculty of Society and Health at Buckinghamshire New University and holds the position of Provost at the University. He held previous roles as Executive Dean for the Faculty of Health & Social Care at London South Bank University and as Head of School of Health Sciences at the University of Ulster. David obtained his PhD in social policy from the University of Southampton in 1993 and has held four Secretary of State appointments, including appointments to the UKCC and NMC. He has been a Governor of three NHS Foundation Trusts in London. He held an Honorary Appointment with Imperial College Healthcare NHS Trust as Associate Director of Nursing. He is a Fellow of the RCN and received a CBE in the 2010 Queen’s Birthday Honours List for ‘Services to Health Care’. David was until recently a Non-Executive Director with the Central London NHS Community Healthcare Trust and as an Associate Non-Executive Director with Buckinghamshire NHS Hospitals Trust and currently chairs their respective Health and Social Care Academies. David is also an Emeritus Professor with Buckinghamshire New University and Provost for Health and Social Care. David is currently appointed as a professional advisor within the NHS and works closely with primary and community care workforce strategy and transformation. David is a Trustee with The Burdett Nursing Trust. David has undertaken two previous periods of engagement with the previous Health Education GP Deanery in both NW London and acted as a fully functioning Associate Director for the GP Deanery at the University of London for a two-year period as part of this role. David was Chair of the Health Education England Committee that produced the HEE (DHSC approved) Education and Training Framework for Non-Surgical Cosmetic interventions in 2015 and was subsequently appointed as Independent Chair of the Joint Council for Cosmetic Practitioners in January 2016. David is also Chair of the Buckinghamshire Health and Social Care Academy.

Jude Robinson

Jude Robinson is a Senior Infection Prevention and Control Nurse for UKHSA’s national IPC team. Jude has held a variety of clinical and academic roles over the years and is passionate about advancing IPC education and workforce, preventing and controlling biological hazards and combating antimicrobial resistance.

Julie Scott

Julie Scott is an NMC registered Independent Nurse Prescriber and Level 7 qualified aesthetic injector with over 30 years experience in the field of plastics and skin rejuvenation. In 2003, Julie opened her own clinic and has since grown Facial Aesthetics Ltd to a successful aesthetics clinic providing wide-ranging therapeutic techniques for skin ageing and dermatological skin conditions to patients across Essex. The clinic won Best Clinic of the Year for South England in 2023. In recognition of her work both in her clinic and beyond, such as presenting at conferences across the country and writing for respected aesthetic publications, Julie herself won Nurse of the Year at the Aesthetic Awards in 2022 and 2024; additionally, she was awarded Nurse of the Year by Aesthetic Medicine in 2024. Julie is a member of the Allergan Medical Insitute’s faculty, as well as a consultant for Allergan Medical Affairs. She also joined Interface Aesthetics in 2022 and is a lead clinical injectables trainer, having taught extensively over her career. Julie firmly places safety and patient-centred care at the fore of her clinical practice, as is reflected by her position as an Ambassador for the Joint Council for Cosmetic Practitioners (JCCP) and a board member for the Dermatology Aesthetic Nurses Association Ireland (DANAI), as well as a KOL for other leading aesthetic brands.
