About this conference

We’re bringing local authority officers together for an interactive training event dedicated to the preparation and implementation of the special procedures mandatory licensing scheme in Wales.

Through a series of workshop sessions, delegates will gain a practical insight into the performance of the special procedures designated in the Public Health (Wales) Act 2017:

  • Acupuncture
  • Body piercing
  • Electrolysis
  • Tattooing including semi-permanent makeup

These sessions will be followed by an open forum to discuss feedback in the context of the requirements of the licensing scheme. The training day will be complemented by exhibitions from a range of stakeholders and trade suppliers.

Training outcomes:

  • Benefit from productive interaction between industry and local authority officers
  • Familiarise yourself with how each special procedure is performed and the controls measure applied to minimise adverse health impacts
  • Learn about the preparation and use of equipment and products
  • Improve your awareness of common decontamination practices, and the setting up and cleaning down of workstations
  • Recognise the impact of industry practices on infection prevention and control

In particular those undertaking inspections of licence holders, as well as Public Health Wales health protection staff involved in the response to cases and outbreaks of infection associated with special procedures.

Clare Ward

Clare Ward, board member at British Acupuncture Federation (BAF) and Association of Acupuncture Clinicians (ACC). BAF draws together acupuncture practitioners under one umbrella with robust standards and codes of safe clinical practice and professional conduct. Clare is also on the board of the most dynamic membership body for acupuncturists in the UK. She has been a practicing acupuncturist for 18 years and has a busy practice in North Oxfordshire. Clare’s clinical experience, as well as interacting with members and associations on a daily basis, makes her uniquely positioned to understand safety issues of practising acupuncture and the UK wide experiences of licensing premises and acupuncturists.

David Angeles

David Angeles, Professional Piercer and Safety Advocate at UK Association of Professional Piercers (UKAPP). With extensive training and certification, David ensures the highest standards of hygiene and safety in body modification procedures. Trusted by clients and regulators alike, David combines artistic flair with meticulous attention to detail, making him the go-to choice for safe and stunning body modifications. David is President of UKAPP, a non-profit, voluntary organisation dedicated to spreading knowledge of safe piercing practices, up-to-date education for both industry professionals and the public and offer piercers the chance to become a member by upholding the highest standards in their working environments. UKAPP also aims to create a peer review network for piercers and protect the piercing industry as a whole by giving it a voice.

Dee Matthews

Dee Matthews, Tattoo Artist at Borth Tattoo. Dee is a veteran tattoo artist. Her experience spans old-school history to the latest developments in technical tattoo equipment and legislation. She took a break from tattooing during her years as an airline pilot flying 747s for British Airways. These days, she tattoos part-time. She keeps trying to retire, but her clients keep wanting to be tattooed! Dee is currently undertaking an MA in Fine Art at Central Saint Martins University of the Arts London.

Denise Thompson

Denise Thompson, Medical Liaison officer at the United Kingdom's Association of Professional Piercers (UKAPP). Denise has over 23 years’ experience in the Body Piercing industry. Alongside this experience, she has also worked as a senior healthcare assistant for the NHS and student nurse.

Ffion Hughes

Ffion Hughes, Founder, The Little Wren. In 2008, while applying for a master’s degree in art psychotherapy, Ffion worked as a mental health advocate for vulnerable and end-of-life patients. Having seen the effects intense treatments were having on the patient’s confidence, Ffion realised that a career in micropigmentation was the right way forward. Alongside running a successful tattoo company, in 2014 Ffion applied for a paramedical course in Spain/Liverpool. She then began offering more advanced reconstructive cosmetics and continued developing her knowledge as a skin specialist. This dedication and passion has allowed Ffion to help clients worldwide, earning numerous awards including a pending doctorate (PhD) in skin and scar reformation.

Kathryn Darwin

Kathryn Darwin, Commercial Business Manager, Studex UK and ROI. Kathryn joined Studex in 2002 and has worked throughout the business that services piercing partners, from independent salons, jewellers and pharmacies through to large retail chains. Having started in a business development role before working as a Sales and Training Consultant, Kathryn is passionate about Studex’s HABIA-endorsed training programme for piercing and the ongoing support provided to partners. Working with local authorities and local government for the registration and licensing of cosmetic piercing, Kathryn is dedicated to promoting compliance and best practices within the Studex training programmes and promoting safe piercing.

Mark Elliott

Mark Elliott CEnvH FCIEH, President, Chartered Institute of Environmental Health (CIEH). Mark took up the position of CIEH President on 1 January 2024. Mark has previously served as both a Trustee and Chair at CIEH; he has been a member since 1978 and is now retired, with his most recent employment having been as Head of Public Protection at Pembrokeshire County Council. Prior to this, he was an Environmental Health Practitioner at a number of Welsh local authorities. He has also served as Chair of Environmental Health Wales and as a member of OFCOM’s Advisory Committee for Wales.

Dr Sarah Jones

Dr Sarah Jones, Senior Environmental Health Advisor, Welsh Government. Sarah has over 35 years’ experience as an Environmental Health Officer. She started her career as a district EHO South Wales. Upon completion of her Masters in Public Health she took a lecturing role at Cardiff Metropolitan University. She then moved into the private sector for eight years and after completing her PhD, she returned to local government where she worked as a Team Manager in Communicable Disease and Health and Safety, Shared Regulatory Services. Since 2018, she has been on secondment to Welsh Government leading on the implementation of Part 4 of the Public Health (Wales) Act 2017. She has been working with local authorities, industry and public health partners to prepare for the implementation of the Mandatory Licensing Scheme for Special Procedures.

William Roberts

William Roberts, Chief Executive of the Royal Society for Public Health (RSPH). Previously William has been a senior leader in the NHS across roles in public health, commissioning, strategy, transformation and planning. He is a registered nurse who has worked in both hospital and community services, and as a nurse specialist in tuberculosis and HIV. William is a Non-Executive Director of Housing 21 and was previously a Non Executive Director of POBL and Deputy Chair at Terrence Higgins Trust. He brings a wealth of experience across public health and inequalities from the healthcare, charity sector, social care, housing, local government and further education.

Thereafter any cancellations received within 14 days prior to arrival are charged at 100% unless otherwise agreed with the Sales Manager.

British Acupuncture Council (BAcC)

The Qualification Council For Cosmetic Procedures (QCCP) was formed to deliver competency-based qualifications developed specifically for aesthetic treatments and special procedures. They are currently working in partnership with the majority of Local Authorities in Wales delivering the RSPH Level 2 Qualification in Infection Prevention and Control for the forthcoming licensing scheme and offer a verity of course options including a fully online course and classroom courses.
